GENERAL INSTRUCTIONS

PHILOSOPHY 
The object of this rally is to reach various checkpoint locations along a pre-determined route at the correct time. The correct time is based on averaging given legal speeds over the distance traveled. This is NOT a race. The penalties for early arrival at a checkpoint are the same as for late arrival. Because everyone will be running the same course and will be scored based on precision - not on who arrives at the finish first - there is no advantage to being car #1 or disadvantage to being the last car in the field. There are no tricks or traps; therefore, course following should be easy if you pay attention. Competitors are reminded that they must share the road with non-rally traffic, and therefore MUST obey all traffic laws at all times.

ODOMETER CALIBRATION SECTION 
Because every car’s odometer is different, the first section of the rally will have official mileages in the left margin and will allow competitors to compare their mileages to the official mileages used to calculate the official times. Contestants will have exactly 30.00 minutes to complete this section. At the end of this section, contestants will be responsible for starting at the correct time and maintaining the average speeds indicated in the route instructions.

The official measurements were taken in a 1991 Eagle Talon a laptop computer and CompuRally software (version 6.0) on a warm sunny afternoon. Pulses were generated off the left front wheel.

FOLLOWING THE COURSE 
The route instructions will be numbered starting with 1, and should be completed in full at the first opportunity to do so, in the order listed. In order to correctly execute a route instruction, all the conditions set forth in an instruction must be met (i.e. do not turn at a sideroad if the instruction references a crossroad.)

You will not have a numbered route instruction at every intersection that you encounter. Therefore, at all times during the rally you should proceed as straight as possible when you are unable to execute a route instruction. You will always have an instruction at any point where straight as possible may be difficult to determine. Some instructions may have an official mileage in the left margin, and must be executed at that mileage.

This rally uses only paved roads. Unpaved roads, private roads, driveways, and roads marked “Dead End”, “No Outlet”, etc., are not used, and should not be considered opportunities to turn.

All material in the route instructions that is enclosed in quotes “ ” refers to material quoted from a sign along the route. A prominent portion of the sign will be quoted, and the sign may be quoted in part. Quoted signs may be on the left or the right of the route. Information in the route instructions that is enclosed in parenthesis ( ) is considered helpful but not necessary to complete the course. Identification of landmarks referenced in the route instructions will be obvious.

The route instructions will also use the term CAST (Change Average Speed To) to tell you where to change your average speed as well as what that average speed should be. Please keep in mind that you should AVERAGE the speed indicated (even if you have to slow down and stop at a stop sign.)

Route instructions may also give you the instruction PAUSE. The pause instruction is used to prevent you from losing time at locations along the route where traffic conditions may cause delay, such as at Traffic Lights. Contestants should safely stop for the amount of time indicated, if necessary. There is no penalty for creeping within 0.25 miles of the execution of a pause instruction.

The maximum distance between NRI’s is 4 miles. The maximum distance to the next control will be listed on the control information slip.

CHECKPOINTS 
This event will use both Open checkpoints and DIYCs (Do-It-Yourself-Checkpoints).

Open checkpoints will be marked by a standard orange and black checkpoint sign. You will be timed as your front wheel crosses the line marked by the sign. Contestants should drive safely past the sign and safely pull to the side of the road. At least one member of the team should return to the checkpoint worker to receive your critique slip and other information.

The critique slip will contain the following information: Arrival time at the checkpoint, Out Time from the outmarker, location of the outmarker, the next route instruction to be completed, CAST at the outmarker which may be different from the CAST at which you arrived, Maximum Distance to the next checkpoint, official time and mileage and calculations of the official time for the leg just completed.

Each leg of the rally is scored separately. Any score from a timing error at one checkpoint cannot be reduced or eliminated at subsequent checkpoints. Leave each outmarker at the assigned out time. Mileage reverts to zero at each outmarker.

At each DIYC, contestants should record their calculated interval time on the slip provided. (How long you think it should have taken you to complete the leg.) Contestants will be told when they are beginning a DIYC. There will be a pause specified with the DIYC instruction. You will begin the next leg after completing the pause. To calculate your start time for the next leg, take your DIYC calculated arrival time and add the specified pause time. This will be your start time for the next leg. There are no open checkpoints within a Free Zone. There is no penalty for stopping in a free zone or within 0.25 miles of the execution of a pause instruction. There is an automatic Free Zone for 0.25 miles after each outmarker.

The only thing changed is the way DIYC's are done.  There will not be a time of day restart after them this year.
